They are funded directly by the country in which they are located, but their scope of activities extends beyond the borders of that country.<\/p>\n<p>UNESCO-affiliated centres and institutes are established through an agreement between UNESCO and their host country. Through training and capacity-building, information exchange, and applied and theoretical research, these centres and institutes address one of the country\u2019s fundamental needs for the promotion and advancement of knowledge and technology.<\/p>\n<p>With regard to the establishment of Category 2 Centres, it should be noted that, following the preparation of a proposal in accordance with UNESCO\u2019s relevant guidelines and coordination with the National Commission for UNESCO in the country concerned, the required documents and supporting materials are submitted to UNESCO.<\/p>\n<p>Following the approval of the Director-General of UNESCO, a feasibility study is conducted by UNESCO experts at the expense of the proposing country. The relevant sector then submits the resulting report to the Executive Board for approval, followed by submission to the General Conference.<\/p>\n<p>It should be noted that, as part of its regular program of work, UNESCO systematically evaluates Category 2 Centres. The annual reports of these centres are also submitted to the relevant UNESCO sector through the National Commissions of the respective countries. The performance of these centres is reviewed by UNESCO evaluators every six years. If the centres meet the required standards in terms of quality and performance, their agreements with UNESCO are renewed for another six-year period.<\/p>\n<p>From a governance perspective, these centres have a Governing Board. The Governing Board is the highest policy-making body responsible for guiding the activities of UNESCO-affiliated centres and institutes, and its composition is specified in the statutes of each centre. The Centre is hosted by Mashhad University of Medical Sciences. In the field of culture, Iran has established, with UNESCO\u2019s approval, the first <strong>Regional Centre for the Safeguarding of Intangible Cultural Heritage in Western and Central Asia<\/strong>.<\/p>\n<p>The Islamic Republic of Iran joined the Convention for the Safeguarding of the Intangible Cultural Heritage (2003 Convention) in 2006 as its 40th State Party. On 28 April 2010, an agreement was signed between the Government of the Islamic Republic of Iran and UNESCO for the establishment of <strong>the Regional Centre for the Safeguarding of Intangible Cultural Heritage in Western and Central Asia<\/strong> under the auspices of UNESCO. The agreement was approved by the Islamic Consultative Assembly on 13 June 2011. The Isfahan Science and Technology Research Park hosts the Regional Centre.<\/p>\n<p>The Centre was established to address and resolve challenges that limit the success of science and technology parks and incubators. The proposal was subsequently approved at the 32nd session of the UNESCO General Conference. Following this approval, the agreement establishing the Centre was exchanged between the Director-General of UNESCO and the Minister of Energy of the Islamic Republic of Iran on 26 March 2005.<\/p>\n<p><\/p>\n<p dir=\"ltr\">The Centre was officially inaugurated in 2006 and has remained operational since then. It began its activities in Tehran in 2002 (March 2002) and is chaired by the Minister of Energy of the Islamic Republic of Iran.<\/p>\n<p><\/p>\n<p dir=\"ltr\">The Centre has a Governing Board, which serves as its highest decision-making body. Over the past 13 years, representatives of 16 countries and 9 international organizations have served as members of the Governing Board.<\/p>\n<p><\/p>\n<p dir=\"ltr\">Since its establishment, the Regional Centre for Urban Water Management, with the technical and financial support of the Islamic Republic of Iran and a number of Member States and international organizations, including UNESCO, has organized various events in different countries within the framework of Phases VI to VIII of UNESCO\u2019s International Hydrological Program (IHP). These activities have been held in countries including Iran, Oman, Afghanistan, Germany, Lebanon, Turkey, Tajikistan and Uzbekistan, among others. Following the efforts of the National Commission for UNESCO in Iran, the proposal was submitted to the Intergovernmental Oceanographic Commission of UNESCO (IOC).<\/p>\n<p><\/p>\n<p dir=\"ltr\">The proposal of the Islamic Republic of Iran to establish the Centre, through the valuable efforts and cooperation of the Permanent Delegation of the Islamic Republic of Iran to UNESCO, was presented at the 27th Session of the Assembly of the Intergovernmental Oceanographic Commission, held in July 2013 at UNESCO Headquarters in Paris, and was approved with the strong support of Member States. Subsequently, the establishment of the Centre was presented at the 192nd session of the UNESCO Executive Board, held in October 2013 in Paris, and was approved by the UNESCO Executive Board. At the UNESCO General Conference held in November 2013, the establishment of this Regional Centre was also approved by a majority of votes. The agreement establishing the Centre was signed in 2015 between the Minister of Science, Research and Technology of the Islamic Republic of Iran and the Director-General of UNESCO.<\/p>\n<p><\/p>\n<p dir=\"ltr\">The establishment of the Regional Centre for Oceanography in Western Asia is not only a highly significant development for the Islamic Republic of Iran, but is also of particular importance to UNESCO\u2019s Intergovernmental Oceanographic Commission, as this Centre is the first UNESCO regional centre for oceanography.<\/p>\n<p><\/p>\n<p dir=\"ltr\">The Centre will provide a basis for a better scientific understanding of marine and ocean processes in the region and will assist countries in the region in achieving sustainable development and facilitating regional cooperation and partnerships. It will also play a particularly important role in the region in the exchange of oceanographic knowledge and experience, as well as in the planning and implementation of educational and research programs.<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>Objectives\/Functions of the Centre<\/strong><\/p>\n<p><\/p>\n<p dir=\"ltr\">The objectives\/functions of the Centre are as follows:<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>A.<\/strong> To ensure the mutual and coordinated participation of regional members in oceanographic studies through the development of joint projects, conferences and training courses;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>B.<\/strong> To identify regional problems whose solutions require regional and international cooperation, and to assist in identifying educational and training needs and opportunities for mutual assistance, particularly those related to the programs of the Centre;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>C.<\/strong> To assist in identifying and achieving national and regional priorities through the sharing of knowledge and experience by organizing training courses and scientific forums;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>D.<\/strong> To engage the academic and research community, experts from governmental and non-governmental organizations, the industrial sector, and regional and foreign decision-makers in identifying ways to address the existing economic and social challenges in the region through consultation, exchange visits and other means. This objective will be achieved through regional network meetings addressing these challenges, examining the scientific understanding of their impacts, and discussing policies for the utilization and protection of the sea and coastal areas in support of economic development in each country of the region and across the region as a whole;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>E.<\/strong> To monitor and coordinate the implementation of joint projects in consultation with the relevant national and international institutions of participating Member States, with a view to preventing duplication and overlapping activities through regular meetings with regional partners;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>F.<\/strong> To promote the standardization of data collection and data analysis methods based on existing protocols and agreements; to advocate open access to and the free exchange of oceanographic data in accordance with the guidelines set out in the IOC\/IODE Oceanographic Data and Information Exchange Policy, in order to facilitate scientific advances and improve educational and training outcomes; and to revive the IOC\/IODE ODIN programs for the region;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>G.<\/strong> To raise awareness of the application of new knowledge in science and technology in various priority areas at the local, national and regional levels through the organization of workshops and training courses;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>H.<\/strong> To provide general guidance and recommendations and serve as a mechanism for Member States to formulate, evaluate and follow up on project proposals aimed at strengthening national and regional capacities in marine scientific research and education, and at establishing shared services and facilities;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>I.<\/strong> To enhance the Centre\u2019s visibility by producing regular newsletters to report on the progress of its activities, developing the Centre\u2019s website, and strengthening communication and the flow and exchange of information on its activities, with a view to discussing common issues and identifying opportunities for further cooperation;<\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>J.<\/strong> To promote the activities of the Centre and UNESCO and the role of the Intergovernmental Oceanographic Commission in marine and coastal issues; to raise public awareness of the need for the sustainable management of seas and coastal areas; to highlight the benefits of regional and national cooperation and the importance of protecting seas and coasts through support for the establishment of marine protected areas; The Centre is hosted by the Forests, Rangelands and Watershed Management Organization of Iran. watersheds<\/li>\n<li>To establish and improve institutional frameworks for integrated watershed management<\/li>\n<li>To formulate region-specific adaptation strategies<\/li>\n<li>To undertake effective capacity-building activities at the institutional and professional levels in the region<\/li>\n<li>To implement targeted measures to optimize the achievement of livelihood objectives and the conservation of natural resources<\/li>\n<li>To improve integrated watershed management with regard to water and soil resources<\/li>\n<li>To strengthen cooperation with international institutions Central Asia\t\t\t\t\t\t\t<\/span>\n\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"bdt-ep-accordion-content bdt-accordion-content\">\n\t\t\t\t\t\t\t<p dir=\"ltr\"><strong>The agreement establishing the Centre was signed in 2020 by the then Minister of Agriculture Jihad of the Islamic Republic of Iran and UNESCO Director-General Audrey Azoulay. The Centre is hosted by the Forests, Rangelands and Watershed Management Organization of Iran. The objectives\/functions of the Centre are as follows:<\/strong><\/p>\n<p><\/p>\n<p dir=\"ltr\"><strong>Objectives:<\/strong><\/p>\n<ul dir=\"ltr\">\n<li>To generate scientific knowledge and information in the field of ecology (eco-hydrology) for the management of biological resources in watersheds<\/li>\n<li>To provide in-service training in all areas of integrated watershed management<\/li>\n<li>To improve data collection and analysis methods for integrated watershed management<\/li>\n<li>To develop knowledge- and research-based management of biological resources in watersheds<\/li>\n<li>To establish and improve institutional frameworks for integrated watershed management<\/li>\n<li>To formulate region-specific adaptation strategies<\/li>\n<li>To undertake effective capacity-building activities at the institutional and professional levels in the region<\/li>\n<li>To implement targeted measures to optimize the achievement of livelihood objectives and the conservation of natural resources<\/li>\n<li>To improve integrated watershed management with regard to water and soil resources<\/li>\n<li>To strengthen cooperation with international institutions with a view to raising awareness of integrated watershed management<\/li>\n<\/ul>\n<p><\/p>\n<p dir=\"ltr\"><strong>Functions:<\/strong><\/p>\n<ul dir=\"ltr\">\n<li>To promote theoretical, experimental and applied research on the interactions between land, soil and water and the impacts of climate change in arid and semi-arid areas<\/li>\n<li>To conduct research focusing on the interdisciplinary aspects of integrated watershed management, with a view to promoting and supporting sustainable development and management in watersheds and addressing the needs of local communities<\/li>\n<li>To establish and strengthen a Collective Information Network (CIN) for the exchange of knowledge, information, and scientific and technical data on watersheds<\/li>\n<li>To develop capacity-building and enhance participation through cooperation in research, scientific and technical projects and training programmes<\/li>\n<li>To disseminate the results of research through seminars, training courses, workshops, conferences and periodical publications<\/li>\n<li>To facilitate the development of inter-institutional and multinational research and educational activities to support existing scientific and academic institutions in the region at all levels and contribute to strengthening their capacities<\/li>\n<li>To develop, promote, transfer and exchange experiences relating to appropriate technologies for integrated watershed management<\/li>\n<li>To provide the technical advisory services required within and outside the region<\/li>\n<li>To promote linkages between water-related centres and other international organizations with a view to sharing technical information and experience<\/li>\n<li>To prepare technical publications and other media materials related to the activities of the its 40th session (November 2019), the UNESCO General Conference revised the <strong>Integrated Comprehensive Strategy for Category 2 Institutes and Centres<\/strong>, which had been adopted by <strong>40 C\/Resolution 99<\/strong>.
