The 12th Interregional Meeting of Secretaries-General of National Commissions for UNESCO was held in Samarkand one day before the opening of UNESCO\u2019s 43rd General Conference, with the participation of secretaries-general and representatives of National Commissions from around the world.<\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

At the meeting, Dr. Hassan Fartousi, Secretary-General of the Iranian National Commission for UNESCO, attended as the official representative of the Islamic Republic of Iran and actively participated in four thematic sessions and multilateral discussions on the future of cooperation between UNESCO and its Member States.<\/p>\n

At the opening of the meeting, Xing Qu, UNESCO\u2019s Deputy Director-General, welcomed the secretaries-general and emphasized the important role of National Commissions in advancing the Organization\u2019s mission in education, science, culture, and communication.<\/p>\n

Ernesto Ottone, Assistant Director-General for Culture; Lidia Brito, Assistant Director-General for Natural Sciences; and Tawfik Jelassi, Assistant Director-General for Communication and Information, also shared their perspectives on global challenges and opportunities in culture, science, communication, and sustainable development. They underscored the need for sustained interaction between National Commissions and UNESCO\u2019s Secretariat.<\/p>\n

The meeting comprised four thematic sessions, each devoted to a strategic issue: empowering young people to advance peace, human rights, social inclusion, and education for sustainable development; connecting cultural actors and communities in the digital age; the role of National Commissions as UNESCO\u2019s strategic partners; and sharing experiences and best practices in building inclusive societies and advancing science for sustainable development. The secretaries-general of National Commissions for UNESCO delivered statements and shared their views during the sessions.<\/p>\n

During the discussion on the role of National Commissions as UNESCO\u2019s strategic partners, Dr. Fartousi emphasized the need to strengthen regional and interregional cooperation among National Commissions, highlighting their role in achieving the Sustainable Development Goals and promoting intercultural dialogue.<\/p>\n

Dr. Fartousi also spoke about the need for UNESCO to uphold peace and condemn the assassinations of Iranian scientists, as well as the activities undertaken by the Iranian National Commission over the past year. He called on Member States to support the resolution on the Cyrus Cylinder, submitted by Iran and Tajikistan as a symbol of human rights and respect for cultural diversity. He also expressed Iran\u2019s support for Kazakhstan\u2019s proposed resolution on the role of National Commissions.<\/p>\n

Distinguished Secretaries-General of National Commissions,<\/p>\n

Ladies and Gentlemen,<\/p>\n

It is an honour and a privilege to be among you at this important gathering of distinguished colleagues and to address the 12th Interregional Meeting of National Commissions for UNESCO.<\/p>\n

At the outset, I would like to express my sincere gratitude to the Government of the Republic of Uzbekistan and the National Commission for UNESCO of Uzbekistan for their gracious hospitality and for successfully organizing this valuable event in the historic and cultural city of Samarkand.<\/p>\n

Over the past several months, the Iranian National Commission for UNESCO has pursued an active program aimed at strengthening cooperation and internal coordination among national stakeholders.<\/p>\n

During these efforts, our country also faced serious challenges, including a period of crisis in which, regrettably, we witnessed a war and attacks by a country that is not a member of UNESCO. These attacks resulted in the deaths of more than 1,000 innocent people, including 13 academic scientists, as well as a number of students and journalists.<\/p>\n

We express our appreciation to UNESCO Director-General Audrey Azoulay for her principled and courageous position in condemning the killing of Iranian journalists and media professionals.<\/p>\n

We continue to await UNESCO\u2019s official position on the assassination of an Iranian scientist. Such a response should be grounded in UNESCO\u2019s Recommendation on Science and Scientific Researchers, particularly within the framework of its \u201cFreedom and Safety of Science\u201d program.<\/p>\n

I hope this meeting will help strengthen international mechanisms to protect scientists around the world, as they are key drivers of development, particularly in developing countries.<\/p>\n

I would also like to thank the distinguished secretaries-general and our colleagues at UNESCO who contacted me and expressed their solidarity during the difficult circumstances of the war.<\/p>\n

Despite these challenges, the Iranian National Commission for UNESCO has continued its work with determination and resilience to promote a culture of peace, remaining committed to UNESCO\u2019s goals, values, and ideals.<\/p>\n

Over the past year, the Iranian National Commission for UNESCO has worked to expand the network of UNESCO Chairs at universities across the country and strengthen cooperation with Category II Centres.<\/p>\n

The networks of Creative Cities and Learning Cities in Iran have also expanded and become more cohesive, as they play a key role in promoting knowledge-based, resilient, and inclusive societies.<\/p>\n

Alongside these efforts, the structure and performance of the National Specialized Committees, comprising leading experts in the various fields of UNESCO\u2019s mandate, have been strengthened. This has helped reinforce the scientific and intellectual foundations of the Commission\u2019s programs and enhance its contribution to achieving UNESCO\u2019s objectives at both the national and international levels.<\/p>\n

In addition, with the valuable cooperation of our colleagues at UNESCO Headquarters in Paris, significant steps have been taken to rebuild and reorganize the network of UNESCO Clubs and Associations in Iran. These efforts include inviting eligible non-governmental organizations to join the network and revising the regulations governing licensing and oversight to ensure that these clubs operate professionally and effectively.<\/p>\n

At the regional level, the Iranian National Commission for UNESCO has deepened its cooperation with other National Commissions, particularly those in the region.<\/p>\n

Joint initiatives include preparing collaborative nominations for UNESCO\u2019s lists and programs, thereby contributing to intercultural dialogue and the safeguarding of shared heritage.<\/p>\n

It is with great pleasure, coinciding with Cyrus the Great Day, that I inform this distinguished gathering that the Republic of Tajikistan and the Islamic Republic of Iran will jointly submit a resolution to the current session of UNESCO\u2019s General Conference. The resolution emphasizes the recognition of the Cyrus Cylinder as a global symbol of early human rights and respect for cultural diversity. I would like to take this opportunity to invite all National Commissions represented here to lend their valuable support to this important initiative.<\/p>\n

We also express our support for the initiative proposed by the Republic of Kazakhstan and other Member States to strengthen the role, impact, and visibility of National Commissions. As UNESCO Deputy Director-General Xing Qu emphasized, National Commissions serve as a fundamental bridge between policy and practice in fulfilling UNESCO\u2019s mission. We believe that, through UNESCO, National Commissions also serve as a bridge between peoples and governments.<\/p>\n

As we deliberate at this interregional meeting, let us reaffirm our shared conviction that National Commissions are the cornerstone of UNESCO\u2019s presence and effectiveness at the national level. Through our cooperation and collective efforts, we can translate UNESCO\u2019s lofty ideals into concrete action and strengthen its impact on people\u2019s lives around the world. We are fully confident that we will enjoy the strong and sincere support of the new Director-General, Dr. Khaled Ahmed El-Enany.<\/p>\n
