It was attended by representatives of relevant ministries and institutions, including Dr. Morteza Hamisi, representative of the Ministry of Foreign Affairs; Dr. Majid Hamdani, representative of the Permanent Delegation of the Islamic Republic of Iran to UNESCO; and representatives of the Ministry of Health, the Ministry of Information and Communications Technology, the Ministry of Culture and Islamic Guidance, the Ministry of Education, the Academy of Sciences, the Academy of Medical Sciences, the Research Center for Medical History and Ethics, the Human Rights Headquarters of the Judiciary, the Cognitive Sciences and Technologies Council, and the Intelligence Organization of the Islamic Revolutionary Guard Corps.<\/p>\n<p dir=\"ltr\">At the beginning of the meeting, Dr. Hassan Fartousi, Secretary-General of the Iranian National Commission for UNESCO, emphasized the importance of global coordination in addressing the ethical challenges posed by emerging sciences. He stated that the international adoption process for this document was the result of dialogue and consensus among countries seeking a coordinated response to a global issue. He added that the Islamic Republic of Iran had played an effective role in shaping the document through its active participation in the drafting process and negotiations.<\/p>\n<p dir=\"ltr\">Dr. Fartousi further noted that the final adoption of the Recommendation at the international level marked the beginning of the main phase of work within the country; a phase requiring coordination among relevant institutions, clarification of implementation requirements, and the establishment of the necessary legal and institutional frameworks.<\/p>\n<p dir=\"ltr\">Dr. Aida Heydari, Head of the Social and Human Sciences Department at the Iranian National Commission for UNESCO, then presented a report on the international drafting process. Explaining the status of the Recommendation on the Ethics of Neurotechnology within UNESCO\u2019s normative framework, she highlighted its key areas, including mental privacy, cognitive autonomy, equitable access to neurotechnologies, military and security applications, and the role of private companies.<\/p>\n<p dir=\"ltr\">The Secretary-General of the Iranian National Commission for UNESCO also emphasized that the document presented a valuable opportunity to strengthen the Islamic Republic of Iran\u2019s active and constructive role internationally and enhance scientific, cultural, and institutional cooperation at the global level.<\/p>\n<p dir=\"ltr\">At the conclusion of the meeting, participants agreed that, at UNESCO\u2019s 43rd General Conference in November 2025, the Islamic Republic of Iran would accept the Recommendation on the Ethics of Neurotechnology conditionally, while expressing reservations regarding certain
