The first meeting of the National Committee for Cultural and Natural Heritage under the new administration of the Iranian National Commission for UNESCO was held with the participation of academics, cultural and natural heritage managers, and representatives of executive bodies. During the meeting, the Secretary-General outlined new approaches, announced the institution\u2019s four strategic priorities through 2026, and emphasized strengthening national authority, rebuilding professional networks, and enhancing Iran\u2019s role in international cooperation.<\/strong><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

The first meeting of the National Committee for Cultural and Natural Heritage, held as part of the new term of activities of the specialized committees of the Iranian National Commission for UNESCO, took place on February 18, 2026, at the Commission\u2019s conference hall, with the participation of a number of prominent figures from the academic, executive, and cultural policy sectors.<\/p>\n

At the meeting, Dr. Hassan Fartousi, Secretary-General of the Iranian National Commission for UNESCO, emphasized the need to reactivate the national committees after years of inactivity. He stated that the national committees should become active intellectual and advisory bodies supporting the Commission and fulfill their role in addressing the country\u2019s development challenges through clearly defined agendas, specialized membership, and purpose-driven meetings.<\/p>\n

Rebuilding National Authority and Focusing on Strategic Priorities<\/strong><\/p>\n

Referring to an assessment of the interruptions in the activities of certain committees in previous years, the Secretary-General of the Iranian National Commission for UNESCO stated that the composition of membership, the participation of prominent individual members, and the development of a clear agenda were three key factors in ensuring the committees\u2019 effectiveness. He added that the aim was to hold fewer meetings while achieving more precise and practical outcomes.<\/p>\n

Fartousi went on to outline the proposed priorities of the Culture Committee for 2026, explaining that they included making use of the capacities of the 1954 Convention and its Second Protocol; establishing a National Blue Shield Committee; addressing the International List of Cultural Property under Enhanced Protection; leveraging the capacities of the 1970 Convention and promoting the return of cultural property to its countries of origin, or its restitution in cases of unlawful appropriation; utilizing the technical and financial resources of the UNESCO World Heritage Centre to protect World Heritage properties; and facilitating cooperation with national institutions and the World Heritage Centre in identifying potential sites, evaluating them, and inscribing them on the World Heritage List.<\/p>\n

He stressed that these areas had been identified as an initial roadmap and that their review, further development, and final prioritization would be considered at subsequent meetings, taking into account the views of the members of the National Committee for Education.<\/p>\n

Strengthening International Cooperation and Raising the Global Profile of Iran\u2019s Capacities<\/strong><\/p>\n

Referring to efforts to enhance cooperation with Iran\u2019s Permanent Delegation in Paris and the Ministry of Foreign Affairs, the Secretary-General of the Iranian National Commission for UNESCO stated that, during the new term, efforts had been made to strengthen international confidence in the National Commission through strategic awareness and institutional synergy, and to ensure that the country\u2019s scientific and educational activities were represented across UNESCO\u2019s network of 193 Member States.<\/p>\n

Fartousi also announced the revival of Payam-e UNESCO<\/em> (UNESCO Message) magazine after more than a decade of inactivity. He stated that ten issues of the magazine had so far been prepared for electronic publication and that the new publishing policy focused on translating UNESCO\u2019s landmark works, supporting publications aligned with the Organization\u2019s standards, and co-publishing with specialized institutions.<\/p>\n

The meeting continued with presentations on Iranian cities belonging to the UNESCO Creative Cities Network, UNESCO Category 2 centres worldwide and in Iran, and UNESCO Chairs in the field of culture in Iran.<\/p>\n

Approval of the New Regulations of the National Committee for Cultural and Natural Heritage<\/strong><\/p>\n

During the meeting, the new regulations of the National Committee for Education were presented with reference to Articles 15 and 16 of the Statute of the Iranian National Commission for UNESCO.<\/p>\n

Under these regulations, the National Committee for Cultural and Natural Heritage operates as one of the Commission\u2019s specialized committees. Its objectives include examining national and international capacities and opportunities in the field of cultural and natural heritage, building capacity and developing specialized networks, making the fullest possible use of UNESCO programs at the national level, and providing advisory opinions to the Secretary-General of the Commission.<\/p>\n

According to the approved structure, the Committee consists of up to 20 members, comprising 10 ex officio members and 10 individual members. Meetings are held an average of three times a year. The Chair and Vice-Chair are elected by the members for one-year terms, while final approval of the Committee\u2019s resolutions rests with the Secretary-General of the Iranian National Commission for UNESCO.<\/p>\n

Emphasizing the Advisory Role and Support for Standards-Based Initiatives<\/strong><\/p>\n

In his concluding remarks, the Secretary-General of the Iranian National Commission for UNESCO noted that the National Commission was an advisory body, but that its advice must be effective, knowledge-based, and aimed at transferring the positive experiences of the Islamic Republic of Iran into international frameworks. \u201cWe act as facilitators and coordinators, and any standards-based initiative with an active implementing body will receive the support of the Iranian National Commission for UNESCO,\u201d he stated.<\/p>\n

Composition of Ex Officio and Individual Members of the Committee<\/strong><\/p>\n

Under the approved regulations, the Committee\u2019s ex officio members include Ali Darabi, Deputy Minister and Deputy for Cultural Heritage at the Ministry of Cultural Heritage, Tourism and Handicrafts; Anoushirvan Mohseni Bandpei, Deputy Minister for Tourism at the Ministry of Cultural Heritage, Tourism and Handicrafts; Arman Khorsand, Head of the Centre for International Affairs and Conventions of the Department of Environment; Mohammad Ebrahim Zarei, Head of the Research Institute of Cultural Heritage and Tourism; Mehdi Ahoui, Deputy for Research at the Iranology Foundation; Dr. Hamid Zohorabii, Deputy for Natural Environment and Biodiversity at the Department of Environment; Monir Khalaghi, Chair of the Iranian National Committee of the International Council of Museums (ICOM); Reza Afalatouni, Deputy Minister and Head of the Forests, Rangelands and Watershed Management Organization of Iran; and Seyed Mohammad Sadati-Nejad, Director-General for International Specialized Organizations at the Ministry of Foreign Affairs.<\/p>\n

In addition, Seyed Mohammad Beheshti, Alireza Tabesh, Hamideh Choobak, Seyed Mohammad Hossein Hejazi, Pirooz Hanachi, Mohammad Hassan Talebian, Haydeh Laleh, Kambiz Moshtagh-Gohari, Seyed Ahmad Mohit Tabatabaei, and Rasoul Vatandoust were appointed as individual members for two-year terms, in accordance with the regulations.<\/p>\n

Election of the Committee\u2019s Executive Board and Exchange of Views<\/strong><\/p>\n

In the final part of the meeting, elections for the Committee\u2019s executive board were held in accordance with the new regulations. Based on the members\u2019 votes, Professor Seyed Ahmad Mohit Tabatabaei was elected Chair, and Dr. Mohammad Ebrahim Zarei was elected Vice-Chair of the National Committee for Cultural and Natural Heritage. The Committee\u2019s appointment certificates, signed by the Minister of Science, Research and Technology and Chair of the National Commission, were also presented to the members.<\/p>\n

Participants subsequently shared their views on the objectives and challenges related to cultural and natural heritage.<\/p>\n

Dr. Ahmad Pakatchi, Ambassador and Permanent Representative of the Islamic Republic of Iran to UNESCO, also joined by telephone. Expressing his satisfaction with the resumption of the Committee\u2019s activities, he emphasized the importance of protecting cultural and natural heritage and described heritage inscription as a bridge toward its protection.<\/p>\n

Professor Seyed Ahmad Mohit Tabatabaei, referring to the importance of cultural and natural heritage for future planning, expressed hope for the revival and activation of the relevant conventions, particularly under the country\u2019s current circumstances. He also highlighted the important role of the Ministry of Cultural Heritage, Tourism and Handicrafts.<\/p>\n

Dr. Ali Darabi, Deputy Minister and Deputy for Cultural Heritage at the Ministry of Cultural Heritage, Tourism and Handicrafts, referred to the difficulties arising from the country\u2019s unpaid membership contributions to UNESCO and expressed hope that the establishment of the Committee would help ensure the necessary follow-up to settle these obligations.<\/p>\n

Dr. Hamisi, representing the Ministry of Foreign Affairs, also referred to the existing restrictions on international payments and reported on the Ministry\u2019s efforts to address these difficulties.<\/p>\n

Dr. Pirooz Hanachi and Engineer Seyed Mohammad Beheshti also emphasized the importance of heritage inscription and UNESCO\u2019s cultural conventions.<\/p>\n
